The Projects will respectively support the Government of Ghana’s initiatives to promote private investments and firm growth in non-resource-based Sectors and improve the performance of tourism in targeted destinations in Ghana.

COVID-19 Response Grant Programme

The first of the GEA SME Grant programmes will be the COVID-19 Response Grant Programme. The COVID Response Grant will be awarded to Small and Medium Enterprises (SMEs) impacted by the COVID-19 pandemic who have shown signs of sustainability and resilience and will be for such SMEs, an emergency liquidity and support to enable their enterprises to adjust and grow out of the effects of the COVID-19 crisis.

Requirements and Eligibility Criteria

  • Must be a Small or a Medium Enterprise (SME), including Micro Enterprises for Tourism and Hospitality Sector;
  • Business Registration Certificate or Certificate of Incorporation; Tourism Certificate for MSMEs in the Tourism and Hospitality Sector, Non-formalized MSMEs in the Tourism and Hospitality Sector may submit Business Permits from MMDAs;
  • Financial Statements or Statement of Affairs for the years 2019 and 2020 or business bank statements for same period must be submitted.
  • SMEs which commenced operations in or after March 2020 are not eligible and should not apply.
  • A business and/or personal Tax Identification Number (TIN),
  • All shareholders and directors of the business must have valid personal Tax Identification Numbers (TIN)

Eligible Enterprises

  • Agro-processing;
  • Manufacturing;
  • Textile and Garment;
  • Food and Beverages;
  • Pharmaceuticals, Healthcare, and Companies in the production of Personal Protective Equipment (PPE).
  • Tourism and Hospitality

Eligible Costs/Activities

  • The purchase of machinery and equipment, or technology;
  • Equipment installation and repair costs;
  • Payment for technical advisory services and training;
  • Payment for capacity building fees and subscriptions;
  • Working capital expenses including utility, salaries, purchase of raw materials, marketing expenses;
  • Payment for rent;
  • Cost of Regulatory Compliance.

Definitions of Micro, Small and Medium Enterprises (MSMEs)

Micro enterprises are defined as those enterprises either employing between 1-5 and/or making sales less than 150K. Small enterprises are defined as those firms either employing between 6-30 and/or making sales between GHS150K to GHS6M. Medium enterprises are defined as those firms either employing between 31-100 and/or sales more than GHS6M but not exceeding GHS18M).

Business Registration Certificate or Certificate of Incorporation This is the document issued by the Registrar General Department recognizing the existence of your enterprise/business as either a Limited Liability Company (LLC), Sole Proprietorship, Partnership, or any other form of business existence assumed by your enterprise
Business Tax Identification Number (TIN)

Personal Tax Identification Number (TIN)

Your business TIN can be obtained from the Registrar General Department. That is if you (applicant) have not yet secured a business TIN. The business TIN is stated on the top, right corner of the business registration certificate. Your Business TIN should be written clearly on your application form beside the portion requesting your business TIN.

Also, individual shareholders of businesses must furnish on the application form, their personal TIN as distinct from the business TIN. For the benefit of the doubt, businesses other than sole proprietorships have their business TIN – (located on the top, right-hand corner of your business registration certificate), as different and separate from their personal TIN. For sole proprietors or businesses registered as enterprises, your business TIN is the same as your personal TIN.

Proof of citizenship GEA shall conduct due diligence for all successful applicants to ensure that grant funds are disbursed to only firms with Ghanaian majority ownership. Applicants must therefore attach any valid identity document of each Ghanaian shareholder or persons who form majority owners of the enterprise or business. Acceptable ID cards may include a National ID card, Passport, Driver’s License, Voters ID card (both old and new).

Details of Business Owner

The full names of the principal business owner or majority shareholder(s) – must be completed under the section requesting business owners’ details.

Owners residential address, as separate from the business address, postal address, GPS address, and nearest landmark to owners’ home, personal phone numbers and email address(es), gender, marital status, and date of birth, must be supplied in the same section of the application form.

Documents required to prove citizenship of majority shareholders must be scanned and emailed as part of documents supplied to GEA. In instances where shareholders have equal shareholding status, each shareholder’s details must be supplied.

Date of Birth of Owner/Principal shareholder: The section requiring this information should be completed with the birth date of the owner (in the case of sole proprietors) and majority shareholder (in the case of an LLC). The supply of this information is for M & E purposes only.

Where a business owner is a Person With Disability (PWD), kindly furnish information accordingly. Due to their disproportionate representation in a competitive business environment, applicants whose principal shareholders are PWDs and who present good business cases for grants support will obtain a little edge over other applicants.
