NABCCO: Validations for June 2021 Trainee Stipend Payment fully Opened and Functional

A circular sighted show that Validations for June 2021 Trainee Stipend Payment will be opened and fully functional from Saturday, June 26 to Thursday, July 01, 2021. The system shall therefore close at 23:59GMT (11:59 PM) on Wednesday, July 01, 2021, which is the deadline for all DCs and RCs to validate and approve payments.

That, the 2021 June validation is one of the critical payment validation exercises and that all District and Regional coordinators should pay attention and not make any mistake during the validation.

According to the circular,  “Any coordinator who validates anyone already Permanently Employed, Vacated Post, not at work without approved permission, Invalid timesheets, Timesheets Not Submitted, Not reported, or Not Qualified to still be on the scheme, Found to be professionally, ethically, or criminally unfit to be on the scheme shall take responsibility for inappropriate use of state funds.”

Management also indicated that the April and May 2021 Trainees Stipends payments are being processed but subject to Trainees eligibility verifications.

CRITICAL NOTICE

From this period on is a critical payment validation time and all must pay attention to details and avoid mistakes. Remember your avoidable mistakes shall be your responsibility to deal with.

From April 2021 payments, All trainee payments validated by District Coordinators and Approved by Regional Coordinators shall be verified against their core MIPs and other government agencies such as Controller and SSNIT.

And where a trainee is found to have been employed and still being validated then that trainee is liable to refund all stipends ever paid regardless of when they started their employment, and this shall be charged against their salaries and additional actions taken against such trainees. Trainees permanently employed can decline from their NABCO portals and provide reasons as being permanently employed to avoid these actions.

Where District Coordinators validate trainees without Timesheets or Invalid Timesheets then the District Coordinators shall be liable to personally refund all stipends paid to such trainees. And note that additional sanctions would be applied as well.

1. Validations for June 2021 Trainee Stipend Payment will be opened and fully functional from Saturday, June 26 to Thursday, July 01, 2021. The system shall therefore close at 23:59GMT (11:59 PM) on Wednesday, July 01, 2021, which is the deadline for all DCs and RCs to validate and approve payments.

2. All DCs must double-check their validations to ensure the right validations are done before submitting. And also check to ensure your RCs or those in Charge of approvals have approved the validations.

3. All RCs and RMTs in charge of approving validations must ensure approvals begin early so the system is not overloaded at the last minute stage. Please double-check all the approvals before the deadline elapses.

4. All coordinators must be guided by the above and where necessary seek advice.

5. Please refer to all other valid validation circulars for guidance as many other guidelines may not have been repeated here.

6. April and May 2021 Trainees Stipends payment are being processed but subject to Trainees eligibility verifications.

7. We might not have the necessary attention on issues of non-validation by Districts, non-approvals by Regions, etc before processing the data for payment. So Kindly avoid unnecessary mistakes, oversights, “mistakenly” errors, etc at these times. Be bold to validate “Not Eligible” with a valid reason where appropriate. Please do not leave this process to just RTCS.

EXTRA NOTICE REMINDER

8. Regional Coordinators, please follow up with Districts to complete their validations and double-check on your approvals BEFORE the deadline and closure of the validation system. WE WILL NOT BE ABLE TO STOP PAYMENT PROCESSING BECAUSE OF NON-APPROVALS BY REGIONAL COORDINATORS.

9. Regional Coordinators, where you have assigned RMTs to validate trainee payment due to the absence of District Coordinators, please check that the right validations are done. Remember the scheme would not be reversing “mistakenly” validated any longer.

10. All payment validations are based on CPTP data. ONLY THOSE ON CPTP ARE REGARDED AS TRAINEES.

11. And please do not send letters requesting for reinstatement of trainees who have invested efforts is declining. There is nothing like “Mistakenly” declined.

12. All trainees on HEAL GHANA will have their stipends withheld until their status is verified and validated against The Ghana Health Service (GHS), Controller/SSNIT, and NMC. Those found to be permanently employed or NOT Qualified and still on the scheme will be made to refund all stipends ever received from NABCO. The next batch of trainees to go through this process shall be those trainees on Educate Ghana.
